I managed to get the controls to work in Visual Studio. In VS all css files can only be placed in a folder called "Content" and all js files can only be placed in a folder called "Scripts" i.e. VS doesn't recognize folders "css" and "js".

We strongly recommend to use Visual Studio Code, which recognize all folders and most typical extensions.
