also i want to ask should i use API javascript initialization new mdb.... etc for every component even if i want simple implementation without any customization ?

Also, please create your support posts in proper technology categories pages. Jquery category page is for jQuery related questions only and as I can see you are referencing the Popovers from the standard (MDB5 - non jQuery) version.
Popovers in the MDB5 Standard technology can be initialized via Javascript or proper data-attributes. Pease see basic example reference https://mdbootstrap.com/docs/standard/components/popovers/#section-basic-example
