*_Expected behavior_*

Have set a min and max time for time picker. Therefore user should only be able to pick a time within the min and max

*_Actual behavior_*

It ignores any time entered and gives only 12:00. Please see snippet below.

The same problem occurs on other versions of md5.

The problem only seems to occur on 24 hour clocks. Using am or pm is ok ( however with am/pm I can select PAST the max time, eg. I can select 3:55pm even if the max time is 3:50pm)
